A new Tennessee law quietly opens the door for private child care programs to host student teachers—but with strings attached.
Most Tennessee child care owners haven't heard about a provision in SB2404 that could directly affect how their programs operate. The law, which amends Tennessee Code Annotated Title 4 and Title 49, contains a little-noticed section that allows private child care sites to become approved clinical practice locations for teacher licensure programs.
Under Section 2 of SB2404 (Page 3), private child care programs and agencies can now partner with registered apprenticeship-based educator preparation programs to serve as clinical practice sites. In plain terms: your child care center could host student teachers who are working toward their teaching license.
This isn't automatic. Your program must meet criteria set by the Tennessee State Board of Education and formally partner with an approved educator preparation program. But if you do, you become an official clinical practice site.
For some child care operators, this creates a potential opportunity. Hosting student teachers can provide staffing support during their placements and may generate associated revenue depending on how your partnership is structured. It also positions your program as a training hub in your community.
But there's a catch: becoming a clinical practice site means your program will be subject to compliance obligations set by the State Board of Education. Those requirements aren't yet detailed in the law itself—they'll be spelled out in rules the State Board can begin writing immediately upon enactment. You'll need to understand what those standards are before committing to a partnership.
The State Board of Education can begin promulgating rules right away. However, the provision becomes operative for all other purposes on July 1, 2026. That gives programs time to understand the requirements and decide whether to participate, but it's not far off.
