Michigan HB5356: Title Transfer Deadline & Late Fee Changes

Most Michigan vehicle dealers and manufacturers know that state law requires timely title transfers. What many don't yet realize: HB5356, signed into law, changes both the deadline window and the financial penalty for missing it—and the penalty increase is steeper than the deadline extension.

What Changed

Under the current law, dealers and private sellers must transfer vehicle titles within 15 days of sale. HB5356 extends that window to 21 days, giving businesses six additional calendar days to complete the paperwork. That sounds like relief—until you look at what happens if you miss the new deadline.

The late-transfer penalty is tripling from $15 to $50 per vehicle, effective July 1, 2027. For a small or mid-size used-vehicle dealer processing dozens of transactions monthly, that's a material jump in compliance cost.

But there's a compounding issue: dealers already face a separate $50–$100 late fee under Michigan law (Sec. 217(4) and (5) of the Michigan Vehicle Code). The new $50 penalty under Sec. 234(3) of HB5356 stacks on top of that existing fee. A single missed deadline could now cost a dealer $100–$150 in penalties alone, not counting administrative time or reputational risk.

Who This Affects

This change applies to:

• Used-vehicle dealers of any size, especially high-volume operations where even a small percentage of late transfers adds up quickly
• Private sellers who sell vehicles occasionally and may not track deadlines closely
• Manufacturers or fleet operators who sell or transfer vehicles as part of normal business

Dealers with strong back-office systems may absorb the change easily. Those relying on manual tracking or older software should consider whether their current processes can reliably meet a 21-day deadline—and whether the penalty risk justifies an upgrade.

What You Should Do Now

The law takes effect July 1, 2027. That gives you time to:

• Audit your current title-transfer process and average turnaround time
• Identify any bottlenecks (missing documents, slow lender communication, etc.)
• Review whether your document-management or dealer-management system can flag approaching deadlines
• Train staff on the new 21-day window and the higher penalty
• Consider whether workflow changes or software adjustments are needed

The six-day extension is real relief. But the tripled penalty means the cost of failure is now much higher. For dealers already operating near the 15-day limit, the new deadline may feel less generous than it appears.
