Most gym and fitness studio owners in Iowa don't realize that a bill signed into law—HF2670—contains a provision that could reshape how school districts spend money, and indirectly, how much they have available for community partnerships, vendor contracts, and local business relationships.
Here's what's happening: Iowa lawmakers passed HF2670, a bill primarily about education testing and curriculum standards. Buried in the bill (Section 19, pages 8–9) is a mandate that requires school districts to implement a new social studies summative assessment—essentially a statewide test—starting in school years beginning July 1, 2027. The state estimates this new testing requirement will cost approximately $5.25 per student.
The catch: The state is not providing any new funding to cover this cost. Instead, school districts must absorb the entire expense from their existing State Foundation School Aid. No additional money from the state. No new budget line. Just a mandate to make it work with what they already have.
If your gym or fitness studio works with schools—whether through sponsorships, student programs, facility rentals, wellness contracts, or vendor relationships—this provision has real implications. When school districts face unfunded mandates, they typically respond by cutting discretionary spending. That includes partnerships with local businesses.
